Florida classifies manufactured homes as personal property by default. Conversion to real property runs through the Department of Highway Safety and Motor Vehicles (DHSMV) — the 'RP sticker' process. Without the RP sticker, the home is taxed like a vehicle by the county. With the RP sticker, the home becomes real property and qualifies for standard real-property mortgages.

Florida RP sticker — the conversion path

  • Verify the home is permanently affixed to land you own.
  • Cancel the certificate of title at DHSMV (the personal property title).
  • File Form DR-402 with the local property appraiser declaring the home real property.
  • DHSMV issues the RP sticker, which is affixed to the home.
  • The home is then taxed as real property by the county appraiser and is eligible for real-property mortgage financing.

Florida-specific pitfalls

  • Hurricane wind zone requirements. Florida is Wind Zone III (high-wind). Anchoring spec is strict. Engineer certification confirms compliance.
  • Pre-1976 mobile homes. Florida has substantial pre-HUD-Code inventory still in parks. No federal program covers these. The home must be HUD Code (post-June 15, 1976) to finance.
  • Flood zone. Coastal Florida often falls in FEMA flood zones. Flood insurance is mandatory for federally-backed loans in Special Flood Hazard Areas (SFHAs).
